Eco Industrial Development in Andhra Pradesh

Andhra Pradesh is one of the leading states in industrialization in India. The Andhra Pradesh Industrial Infrastructure Corporation Ltd. (APIIC) alone has over 300 industrial parks with a land bank of over 100,000 acres. As is well known environmental risks are associated with various facets of industrialization. To improve the environmental performance of the industry in Andhra Pradesh, especially in case of the industrial parks, APIIC and GIZ (former GTZ) established a cooperation to solve existing and upcoming problems.

APIIC was being supported by the GIZ (former GTZ) under the Indo-German Bilateral Programme on “Advisory Services in Environmental Management” (ASEM) since the year 2004 for planning and developing ‘Eco Industrial Parks in Andhra Pradesh’. APIIC has decided to transform the existing industrial parks into Eco Industrial Parks (EIP) and to ensure sustainable model(s) for future Industrial Growth in the state of Andhra Pradesh. The overview vision is to systematically achieve eco industrial development in a phased manner following the state-of-the-art approaches and sustainable models integrating environment, energy, climate and hazard issues, and enabling supportive capacity development of the key stakeholders/organizations.

As a part of its strategic approach, APIIC in its 1st phase during 2004 to 2008, took up pilot activities targeting transformation process of existing industrial parks with improved environmental infrastructure and environmental monitoring & management structures, as well planning of an upcoming new industrial park with state-of-the-art site master planning. Initially, two existing industrial parks at Nacharam and Mallapur near Hyderabad and the upcoming Andhra Pradesh Special Economic Zone, Visakhapatnam were taken up. Eventually, the activities were expanded to cater to about 30 industrial parks in various zones of APIIC spread across the state of Andhra Pradesh. Also, environment management cells were created within APIIC at its headquarters as well as at its zonal offices.

The activities considered for existing industrial parks include preparation of environmental status reports, construction of sewerage and drainage systems, construction of common effluent treatment plants, development of green belts etc. The activities targeted for individual industries include Ecoprofit, energy audits and environmental audits. Training programmes were conducted for the staff of APIIC in India as well as exposure visits were organised in Germany.
