Objectives

The overall objective of this training program was to plan and improvement the identified training/ awareness program on “Environmental Impact Assessment”, its Rule including latest Draft Notification, Dec, 2009 as well as the control systems and also other issues related to EIA environmental clearance.

Expected results/impacts

The major suggestions that emerged during technical sessions with reference to possible efficient applications of EIA Notification 2006 along with Draft Notification Dec. 2009 while considering to give environmental clearance are:

1. Public hearing is required and may be made mandatory in all cases requiring environment clearance.
             However awareness with public was essentially required for the benefit and success of public hearing issues.
2. Zoning methods for environmental assessment should be adopted seriously in India as it was very helpful and gave more realistic approach.
             State PCB’s should put sincere and sustained efforts to implement the zoning method.
3. Need of rapid EIA even for initial stage of environmental impact assessment should not be considered under the present situation as it did not serve purpose of realistic assessment.
4. Tools used for carrying EIA studies and various methods of impact evaluation should be carefully selected and done step by step so as to arrive at right conclusion.
5. EIA Notification, 2006 along with Draft Notification of Dec, 2009 should be sincerely put to practice for all related projects.
6. Suggestion was also made to conduct more such training Programme on EIA Notification as the scope under this was vast and highly technical.
                  

Those who have undergone this training Programme should take lead in further training their fellow Board Members for the benefit of the Society.
